Natural resource use, sustainability and property rights: institutional and legal aspects relating to regional cooperation and local governance in the management of Lake Victoria
Career experience and Qualifications
In 1994 Juma graduated from Makerere University, Kampala with a Bachelor of Social Sciences (Hons.). He majored in political science and management.
Juma briefly worked with the Uganda Public Service (1994-1995) as a Personnel Officer before transferring service to the Uganda Local Government Civil Service in 1995, which he joined as an Assistant Secretary and rose through ranks to the level of Principal Assistant Secretary, which he holds to date.
In between his career, Juma has undertaken a Certificate course in Administrative Law (Law Development Centre, Uganda) in 1996, a post graduate diploma in Public Administration and Management at Uganda Management Institute in 1999/2000 and an MSc. Sustainability, Planning and Environmental Policy (Hons.) at Cardiff University in 2001/02.
In October 2004 he was enrolled on an Mphil/Phd programme with Cardiff University Law School. Under the supervision of Prof. Robin Churchill, Juma's PhD is concerned with understanding how regional and local governance legal and institutional frameworks could be synchronised and utilised for sustainable environmental management.
Juma is also, under the lead of Prof. Robert Lee and Ms Frances Hines, participating in a BRASS project - The Problems of Market Dislocation and the Introduction of New Waste Legislation.
Research areas of interest
He is specifically interested in considering the case of the recently revived East African Community, and it's legal and institutional inter-play with partner states and their local governance systems, in the environmental management of the degrading Lake Victoria region.
